Missoula County supports HB 16: Allow 3- and 4-year-olds with disabilities in ANB calculations, up for hearing this afternoon at 3 p.m. in the House Education Committee. If passed, this bill would provide per-pupil funding for 3- and 4-year-old children who qualify for special education preschool programs. Currently, schools are required to serve these children, but they do not get ANB (per-pupil) funding from the state as they do for all students in grades K-12. The funding for service currently comes from federal IDEA Part B funds (Individuals with Disabilities Act) which are typically insufficient, and thus general fund monies must make up the difference.
