    Representatives Marler and Thane,

    Missoula County supports HB 150, Establish a carbon cost community dividend fee on large emission sources, up for hearing at 8:30 a.m. tomorrow, in the House Taxation Committee.

    This bill would establish carbon reduction targets for the state (25% by 2035 and 50% by 2050, from 2005 levels) and direct DEQ to develop a plan to achieve these targets. It would also establish a carbon tax for large sources of carbon emissions such as coal and natural gas fired power plants. The tax would start at $10 per metric ton in 2022 and rise $1 per year until emissions are on track to meet the targets.

    Funds generated by the tax would be used for a variety of purposes including remediation of contaminated sites, economic transition for impacted communities, climate adaptation, tribal community support, the coal severance trust fund and the general fund. This bill is supportive of Missoula County’s goals to address climate change, which were established in recognition of the grave threat that climate change poses to Montana’s economy, public health and natural environment.
