Revise laws to include renewable hydrogen

    Representatives Marler and Thane,

    Missoula County supports HB 170, Revise laws to include renewable hydrogen, up for hearing tomorrow morning in the House Taxation Committee.

    HB 170 would create a new property tax classification for “green hydrogen” facilities, including green hydrogen production, storage, transport or conversion to electricity. It defines green hydrogen as “hydrogen that is produced from nonfossil fuel feedstock sources and does not produce incremental greenhouse gas emissions during its production.” Green hydrogen facilities would be subject to the low property tax rate of 1.5%.

    HB 170 would also exempt green hydrogen facilities from the Major Facility Siting Act. Missoula County recognizes the grave threat that climate change poses to Montana’s economy, public health and natural environment. While green hydrogen is not a silver bullet, it does have potential to be part of the climate solution. Given the urgency of addressing climate change, incentives such as those created by HB 170 are warranted.
