Establish commercial property assessed capital enhancement program

    Missoula County supports SB 147: Establish commercial property assessed capital enhancement program, up for hearing this afternoon in the Senate Energy and Telecommunications Committee. If passed, this bill would allow local governments to establish Commercial Property Assessed Clean Energy (C-PACE) programs with support from the Montana Facility Finance Authority. C-PACE programs provide an option for business owners to make energy conservation and renewable energy improvements to their facilities and repay them through an assessment on their property tax bills. The financing arrangement remains with the property even if its sold, making it more feasible for business owners to make long-term investments in their buildings. This bill would not require local governments to establish C-PACE programs; it would simply provide them with the option to do so. Such a program has potential to save business owners money, improve the building stock and advance Missoula County’s goals to address climate change and achieve 100% clean electricity.
