Allowing a disabled voter to electronically return a ballot

    Representative Whitman,
    Missoula County supports HB 643, Allowing a disabled voter to electronically return a ballot, up for hearing tomorrow morning in the House State Administration Committee.

    Currently, a registered voter who meets the definition of an individual with a disability can request a ballot be sent to them electronically, but their secrecy and return envelopes are mailed separately. To submit their vote, they must print their ballot, sign, seal and mail the affirmation envelope.

    HB 643 will allow voters who receive an electronic ballot through the Secretary of State Electronic Ballot Request System to return it electronically for federal primary or general elections. This would eliminate the extra burden of needing to print the ballot, fold it, place it in the secrecy envelope, sign and mail the affirmation envelope. For many, access to a printer can be a challenge, and, if a voter required assistance with these processes, it could eliminate the secrecy of their vote.
