Missoula County opposes SB 201: Revise avoided cost rate-making, up for hearing this afternoon, in the Senate Energy and Telecommunications Committee.
SB 201 would prohibit the PSC from taking “environmental externalities” (such as the avoided cost of carbon emissions) into account when establishing the price that NorthWestern Energy pays for power from solar and wind developments known as “qualifying facilities” or QFs. Given the long lifetime of energy generating facilities, it is shortsighted for the utility to make investment decisions without taking into account the likelihood of a federal price on carbon in the coming years. In practice this bill would make it harder for renewable energy projects to be built in the state, which runs contrary to the state’s economic interests as well as Missoula County’s goal of 100% clean electricity.
