    Representatives Sullivan, Olsen and Curdy,

    Missoula County opposes HB 285: Create cigar bars, up for hearing tomorrow morning in the House Business and Labor Committee.

    Smoking cigars in indoor public spaces will have harmful effects on individuals other than those smoking. The requirements for cigar bars in this bill are not sufficient to prevent innocent bystanders from the dangerous effects of secondhand smoke. A solid door and a ventilation system with loosely defined specifications will not protect smoke from entering adjacent spaces and harming members of the public, some of whom may be particularly vulnerable to the effects of secondhand smoke. The intent of the Clean Indoor Air Act is clear and recognizes that the need to breathe smoke-free air has priority over the desire to smoke. This bill is inconsistent with that intent.
